Kuwait
Computerized Occupational Test Analysis System (KCOTAS)
is an integrated approach to occupational analysis (level of competency),
test item development, educational curriculum development, occupational
training course development, and to the potentially futuristic trends
associated with the analyzed occupations derived from the statistical
data analysis. The KCOTAS system has been conceptualized and developed
by Eng. Jassim Alqabandi, Kuwait Occupational Standards Assessment
& Certificates Org. Project Manager (KOSAC). KCOTAS, a unique
computerized process implemented in a 5-day workshop duration, encompasses

A
dynamic occupational analysis that applies a state of the
art computerized and therefore highly efficient interactive
group interviewing technique in less time. The participants
of the KCOTAS workshop consists of 7-10 highly qualified
expert workers, 3 superiors of the same profession, 3 academic
personnel, 1 occupational training course developer, 1 human
resource consultant, 1 educational curriculum developer,
3 workshop facilitators, 1 test item development expert,
& 1 statistical data analyst. |

identification of the basic elements of the concerned occupation
in the form of a comprehensive occupational profile consisting
of duties, tasks, subtasks, range of supervisory, independency
of operation & accountability, state of the physical
efforts, state of the work conditions, enabling requirements
for each task, requirements in terms of skilled work and
technology in use by customers, by company, and for skilled
workers, duties/tasks ratings in terms of importance, difficulty,
time consumption, skill levels, and frequency of performance,
educational, training programs, and years of expertise prerequisites. |

test item development for occupational assessments incorporates
top performance parameters as required by leading companies
in the industrial, administrative, and services sectors
as well as in various public, private, and joint venture
administrations. This process includes a verification of
test items, final editing and the establishment of a comprehensive
electronic test item database for all concerned occupations. |

development of core elements, for training courses of the
analyzed occupations in terms of structure, contents, and
duration, meets the actual demand of potential employers.

Why KCOTAS ?
Other alternative occupational analysis and competency level methodologies
were thoroughly examined by the KOSAC technical team both internationally
and locally, such methods are various goverment occupational profiles
within the State of Kuwait, Kuwait Oil sectors job descriptions,
developing a curriculum (DACUM) method,National Vocational Qualification
(NVQ) method, Egyptian Vocational Competence- based qualifications
(EVCQs) method, Malaysian National occupational Core Curriculum
Technique. Despite the fact that NVQ & DACUM are widely used
in used in Europe and U.S.A, respectively, they are limited to these
regions. The analysis of the NVQ and DACUM system results in that
they are time consuming, lenghty processes and costly when considering
to develop occupational profiles, build a databse of test items,
test the quality of the product, and process the profile. On the
other hand, the KCOTAS is very cost effective, short updating cycle
ease of use, ownership and functional analysis can be easily embedded
after the termination of the workshop session.Furthermore, KCOTAS
shortens the lead time required by most conventional method in job
profiling and competency testing from a one year time span to a
5 day workshop with highly qualitative occupational profile being
produced.
